Kong without notice if naval needs so

While under use for training purposes,

the vessel is to remain under the general

control of the master, and he is at all'

times to be in a position to resume full

control from a trainee if circumstances

in his view necessitate this step.

Definite instructions to this effect

should be given to the master.

The cost of fuel and stores and generally

any additional direct expenditure

involved in the use of the vessel for

training, including all liability towards

the personnel of the Naval Volunteer Force

or their dependents in the event of injury

or death of a member of the Force to be

the liability of the Hong Kong Government.

Loss or damage to or by the vessel while at

sea on training exercises and any depreciation

of the vessel to remain an Admiralty liability.

The Governor should be asked to give an undertaking

in writing that these conditions are accepted.

The arrangement is to be regarded as a temporary

one, until such time as the Colony is in a position to provide

a vessel for training from its own resources. A report is

to be rendered in two years' time, if the arrangement has not

meanwhile been discontinued, stating whether it is still

necessary to continue it.
